When you post a vehicle for transport, depending on the location, time frame, type of vehicle, and other circumstances, your load will accommodate one carrier's current runs better than another. 

For example, if you want your vehicle hauled from Chicago to Miami, there might be a transporter on the board looking to fill a carrier which needs one more car. This company will offer you a lower price to get your vehicle. Or you may post a boat for transport from Florida to Maine. There might be a boat hauler on the board who needs to get back to dispatch, loaded or not, so they will offer a lower rate to secure your load.
